I have knitted newborn baby hats for a hospital in the Philadelphia area (when
I lived there).  The directions are essentially:

Yarn: acrylic baby yarn.

CO 48 - 72 stitches (an even number). The size will depend on your gauge, and
can vary quite a bit - some kids are born with a lot of hair.

Knit in k2,p2 ribbing for 7 inches.

Last row or two, k2tog across.

Pull yarn thru.  Sew up seam.  Attach pompom to top.
